Well, the new Exchange plans technically became available on October 1st. In practice, we have not been able to successfully create a consumer account on the Federal site. The portal for brokers isn't working yet, either.

Why the delays?

A Wall Street Journal article over the weekend said that some of the glitches have to do with creating an account so that you can see rates. The current setup is that you have to create an account before you can see any quotes for new health insurance coverage.

One short-term fix would be to let people get quotes without setting up an account. Then you would only set one up if you want to apply. This would have the additional advantage (in our opinion) of making it so that you don't have to give personal information to get rates.
Politico wrote on Oct 9 that there is currently no way to delete your account once you create it. 

People with concerns about the privacy and security of their information won't be happy this feature is missing.
